i have a 99 accord sedan that i want bagged/air cylinder..can someone let me know what is the difference between the 2 if there is any and also im located at fort lewis, washington..if anyone is out this way can someone tell me where to go to get it done at?

Hey man..welcome to the site ;D
There is a pretty big difference between a strut-bag setup and air cylinders. If it's a daily driver, and you're looking for a good ride, decent drop and reliability, bags are the way to go. Cylinders ride a bit stiff and are a bit more to deal with than bags, but you can pull a mean 3-wheel..lol. As far as cost, for a GOOD setup, plan on spending 2-3,000 for everything. Their are alot of companies out there that will sell you a "complete" kit for 999...just stay away. There's a reason they are so cheap. Any more questions, let me know..I can set you up with pretty much anything you need. I'm not doing any more installs till this summer though, I need to get some work done on my own ride before show season....
